Staff Management Division

The Division performs the following functions within the limits of its power:

 

a) preparation of draft orders of the Minister and Head of Staff  relating to the staff management issues and submission for signing,
b) recording of the orders signed by the Minister and Head of Staff, retention of their copies and delivery,
c) informing relevant employees about the orders issued for the staff by the Minister and Head of Staff,
d) works for maintaining, registration, handover and acceptance, retention of personal records of the persons appointed by the Minister and Head of Staff  (including the managers of state non-governmental organizations affiliated to the Ministry, etc), as well as the persons with fixed term employment contracts hired for temporary vacant civil service positions,
e) calculation of the staff employees’ years of experience,
f) collection of registry data about civil servants of the staff and submitting such data to the Republic of Armenia Civil Service Council in compliance with the requirements and within the time specified by the RA law on Civil Service,
j) participation in preparatory works for making structural changes, as well as changes in list of employees and civil service positions, 
h) preparation of job descriptions for civil service positions jointly with staff subdivisions, drafts for making changes therein and submission to the Head of Staff,  
i) preparatory works for announcing competition for vacant positions of senior  and junior positions of the staff in the manner specified by the RA legislation, 
g) preparatory works for performance review of civil servants holding  senior and junior positions in the staff  based on the requirements of  the RA legislation,   
k) ensuring the preparation of question lists and test-papers for vacant senior and junior positions of civil service and performance review of civil servants,
l) disclosure of competition question lists for vacant senior and junior positions of civil service and performance review of civil servants in the manner and time specified by the RA law on Civil Service,
m) preparation of the civil servant lists subject to regular performance review during the given year, as well as the lists of civil servants for extraordinary performance review and their submission to the Head of Staff,
n) provision of information on visible notice board about the results of competition for vacant senior and junior positions of the staff, as well as availability or absence of written complaints  about performance review of civil servants holding these positions after  an hour upon the end of such competition and performance review,  
o) disclosure of the administrative act about the appointment of civil servant on visible notice board,
p)  organization  of  works for qualification upgrading trainings  of civil servants  in the manner specified by the RA law on Civil Service,
q) recording of semiannual  reports of the works implemented by the civil servants of the Staff with conclusions of immediate supervises, as well as study of these reports  when and as instructed by the Head of Staff and submission of appropriate proposals, 
r) relevant works  for concluding employment contracts, including fixed term contracts,
s) other functions relating to the staff management contemplated by other legal acts.
